Querétaro seeks to be the only state in Mexico with secure jurisdiction: Braulio Guerra

Braulio Guerra said that the reforms promoted by Mauricio Kuri seek to turn Querétaro into the only safe jurisdiction in the country.

“Querétaro is the only state in Mexico with safe jurisdiction,” said the presiding magistrate of the state’s Superior Court of Justice, Braulio Guerra Urbiola, indicating that this is the end of the reforms announced by Governor Mauricio Kuri.

He emphasized that the three proposals, which include judicial reform, seek to move towards a modern model of justice administration where judges are the last resort and mediation and arbitration are privileged.

He defended that not only is the federal mandate to elect judges in 2027 complied with, but it goes further by proposing Querétaro as a safe jurisdiction, with alternative dispute resolution mechanisms that allow conflicts to be resolved more quickly and with legal certainty. In addition, he pointed out that arbitration would place the state as a conflict resolution center for national and international companies, although he clarified that these alternatives will be at the will of the parties.

“I think the governor’s proposal to integrate mediation as a fundamental axis for Querétaros to find social harmony and conciliation is advanced. Because today, with the mediation law, a signed agreement will become res judicata, a sentence. The parties will be able to make their sentence between THEMSELVES, that is, not wait for a judge to say whether it is white or black. SO, it seems to me that the governor presented a deeper, more complete, more detailed, more comprehensive, more strategic initiative to promote peace.”

For this reason, he announced that the Judiciary is already training and certifying mediators, and that, together with the oral systemdigitalization , and the use of artificial intelligence, it seeks to guarantee prompt and expeditious justice.

In view of the controversy that could be generated in the local Congress, he pointed out that it was positive that this reform had been postponed, since lessons could be generated from the 14 states that have already had judicial elections, so he appealed for justice to be a matter of unity, not of division, but of agreements in favor of the litigants.
