Notary offices 7 and 21 in Querétaro suspended for violations of the Notary Law

The State Government Secretariat temporarily suspended the heads of Public Notaries 7 and 21 after finding them administratively liable for violations of the Notary Law of the State of Querétaro, according to resolutions published in the Official Gazette, La Sombra de Arteaga, on June 1 and 2.

Previously, the suspension of Notary 15 in San Juan del Río, which has since resumed operations, and Notary 20 in Querétaro, whose suspension stemmed from non-compliance in the delivery of deeds and other notarial documents, had been recorded.

In the case of Public Notary 7 in the municipality of San Juan del Río, whose head is José Ignacio Paulín Posada, the Government Directorate determined the existence of administrative liability and ordered the suspension of his notarial functions for three months. The resolution stems from administrative complaint procedure Q/0062/2025.

The document states that “the violation of various provisions of the Notary Law of the State of Querétaro” was conclusively proven. Therefore, the court ordered the delivery of the folios, books, appendices, and other instruments comprising the notarial protocol to the General Archive of Notaries within three calendar days of notification.

One day later, in issue 46 of La Sombra de Arteaga, the temporary suspension of notary Enrique Javier Olvera Villaseñor, head of Public Notary Office No. 21 in the Querétaro district, was published. The resolution also concluded that there was administrative liability for violations of state notarial legislation.

In this second case, the authority decreed a two-month suspension and also ordered the delivery of the protocol, books, and documentation under his custody to the General Archive of Notaries.

“The existence of administrative liability is declared on the part of Mr. Enrique Javier Olvera Villaseñor (…) as the violation of various provisions of the Notary Law of the State of Querétaro has been conclusively proven,” the resolution states.

These new suspensions come as the Government Secretariat continues its review of notaries who have accumulated 106 complaints since 2018. At the time, Eric Gudiño Torres reported that most of the complaints involved administrative omissions, although there are also serious cases that could result in more severe sanctions or even the loss of the notary license.

In a parallel move, the State Executive Branch declared vacant public notary offices 1, 2, 15, 16, 18, 61, 64, and 67, all published in issue 45 of the Official Gazette. These changes are due to resignations submitted by their holders or to deaths that rendered their appointments invalid.

Among the cases are Notary Office 1 in Querétaro, vacant after the resignation of Roberto Reyes Olvera; Notary Office 2 in Tolimán, whose head, Juan José Servín Yáñez, passed away in December 2023; and Notary Office 16 in Querétaro, which became vacant following the death of Sergio Zepeda Guerra in November 2025.

Notary Offices 15, 18, 61, 64, and 67 were also declared vacant due to the resignations of Francisco de Asís González Pérez, Sonia Alcántara Magos, Carlos Rafael Altamirano Alcocer, Francisco Guerra Malo, and Alma Delia Alcántara Magos, respectively. The authorities ordered the closure of protocols, inventories, and the necessary procedures to ensure the continuity of pending notarial matters.
