Chihuahua and Chiapas, with the highest increases in sales of low-emission vehicles

During the past year, the pace of purchases of hybrid and electric cars in the states of the country slowed.

Chihuahua presented the most important increase in sales in this automotive segment, of 45.5% in 2025.

Querétaro, Qro. The sale of low-emission vehicles registered double-digit growth in most states during the past year; however, the pace of placement slowed.

In 2025, 146,724 hybrid and electric vehicles were sold in Mexican territory, experiencing an annual increase of 18%, but in 2024, the increase was 67.3%, according to records from the National Institute of Statistics and Geography (Inegi).

Unlike 2024 – when four entities grew at triple digits – in 2025, no entity achieved growth of that dimension, although 26 of them reflected a double-digit annual advance.

Chihuahua presented the most important increase in sales of this automotive segment, of 45.5% in 2025, therefore, it was one of the 12 states that grew above the national average (+18%), along with Chiapas (43.8%), Hidalgo (41.3%), Sonora (29.9%), Zacatecas (27.3%), Guanajuato (27.2%), San Luis Potosí (25.6%), Aguascalientes (25.1%), Nuevo León (24.4%), Yucatán (22.1%), Baja California (19.8%) and Querétaro (19.5 percent).

On the other hand, moderate growth was reported in Baja California Sur, which had an increase of just 0.7%, in Sinaloa it was 2.5%, in Tabasco 5.2%, in Tamaulipas 9.1%, and in Guerrero 9.8%, which were the only five entities that did not grow at double-digit levels. Meanwhile, Campeche registered no variation in sales of hybrid and electric units.

Differentiated increases in large markets

Large markets, such as Mexico City, the State of Mexico, and Nuevo León, reported differentiated increases in the sale of new energy vehicles, of 13.7, 18, and 24.4%, respectively.

In 2025, the country’s large cities continued to be the main markets for low-emission vehicles; the list was headed by Mexico City, where 38,155 units were placed, that is, 26% of the national sales.

In second place nationally was the State of Mexico with the sale of 20,065 vehicles of these characteristics, participating with 13.7% of the commercialization; in third, Nuevo León added 14,649 units and contributed 10 percent.

Jalisco continued in fourth and fifth place, with 11,843 vehicles, which contributed 8.1%, and Guanajuato, with 6,101 units, represented 4.2% of the total.

Regarding 2024, the five entities with the most sales of hybrid and electric cars did not change: Mexico City, State of Mexico, Nuevo León, Jalisco, and Guanajuato.

Meanwhile, the five states with low contributions are Nayarit, where 281 vehicles were placed (0.2% of the national total), Zacatecas with 532 (0.4%), Guerrero with 607 (0.4%), Tlaxcala with 657 (0.4%), and Durango with 713 (0.5%).

Hybrids, 8.5 out of 10 units

In sustainable mobility, the sale of hybrid vehicles predominates, given that of the 146,724 hybrid and electric units that were placed in 2025, 85.7% (125,801) are hybrid and plug-in hybrids, and only 14.3% (20,923) are electric.

Of the three main segments, 76.4% are purchases of hybrid vehicles, 9.3% are plug-in hybrids, and 14.3% are electric.

Although the percentage of electric vehicles sold last year is lower, this type of unit found its most important market in Mexico City, where 41% of sales materialized; in addition to the State of Mexico (concentrated 11.8%), Jalisco (7.8%), Nuevo León (7.5%), and Sinaloa (3.7 percent).

Slowdown

In the first half of the previous year, sales of hybrid and electric cars were already showing that, although they were growing, there was a slowdown, as reflected in the study Mexico Regional Sector Situation for the second half of 2025, by BBVA Research.

The report also showed that entities with more purchasing power have a higher demand, in addition to being cities with a larger population and their use can be an incentive; however, he pointed out that the high price, as well as the availability of charging stations, are some of the challenges of this niche.
