Querétaro, the tenth state with the lowest turnout in the PJ election

Citizen participation in the 2025 Judicial Branch elections registered a historic low, with just 11.49% of voters nationwide, according to preliminary data from the INE (National Institute of Statistics and Census), with 65.27% of votes counted. In total, just over 7.5 million people went to the polls to cast their votes in an unprecedented exercise of direct democracy in the country.

Querétaro ranked among the states with the lowest turnout, reaching only 10.72%. This places it below the national average and reflects a widespread lack of citizen interest in these elections. The state barely surpassed states like Nuevo León (10.42%) and Colima (10.22%), and fell far short of the most participatory states like Coahuila (23.36%) and Veracruz (19.01%).

The participation map shows a clear trend toward lack of interest in the center and north of the country, while some areas in the south and southeast achieved slightly higher percentages. Electoral authorities have indicated that the level of participation will be a key factor in evaluating this new mechanism for electing judges and could influence future reforms to the judicial system.
