Querétaro | Former Morena councilwoman arrested for alleged kidnapping

The Querétaro State Attorney General’s Office, through Operation Synergy and an anti-kidnapping operation in the municipality of Corregidora, arrested nine people—including a former councilwoman from that municipality identified as Domitila “L,” a member of the Morena party—and freed one person who had been kidnapped.

In addition, the institution is investigating attacks and crimes against animals, according to a press release.

The events occurred on May 28, 2026, at a residence in the Vista Hermosa neighborhood, where the alleged perpetrators arrived in two vehicles, one with license plates from the state of Guanajuato and another that reportedly served as logistical support.

According to the investigation, one of the individuals involved used a firearm to attack the victim and force him off his horse before the rest of the group assaulted him.

At the same location, the assailant allegedly shot and killed a dog on the property, an incident that was included in the investigation file.

The victim was then taken to another residence in the El Pueblito area, where the physical assaults allegedly continued, causing injuries to various parts of the body, including the head.

The rescue operation was launched after tracking the vehicles involved and another unit that was allegedly providing cover during the incident.

Given the situation, members of the Criminal Investigation Police, in coordination with municipal law enforcement agencies, entered the property where the victim was found alive.

During the operation, five people were arrested for their alleged direct involvement in the assault and for surveilling the victim, while four others were detained for allegedly attempting to obstruct the investigation during the search.

The Prosecutor’s Office preliminarily detailed that among those detained is Domitila “L,” a former councilwoman from Corregidora, who allegedly intervened during the operation to try to obstruct the proceedings, leading to her arrest along with three other individuals.

During the operation, a firearm, cell phones, and clothing items linked to video recordings allegedly showing the victim being assaulted were seized.

The released individual was taken to receive specialized medical attention and remains under evaluation, while their statement is part of the ongoing investigation.

The dog’s body was taken to the Municipal Animal Care Center for an official determination of the cause of death.

The Querétaro Prosecutor’s Office is continuing its investigation to fully clarify the facts and determine the criminal responsibility of each of those involved.

Suri Corona, son of former Corregidora councilwoman Domitila Lira Arreola, confirmed on social media that his mother is inside one of the Querétaro Prosecutor’s Office facilities, although he stated that he has not been able to have direct contact with her.

In his message, he recounted that the former official managed to communicate briefly during the early morning hours and “contacted us from another number and told us she was at the prosecutor’s office, everything is fine,” he wrote.

Prior to her arrest, former Corregidora councilwoman Domitila Lira Arreola broadcast live on Facebook from the site of the police operation, located in an area that includes a party hall, where she was apprehended.

In the video, he shows the presence of patrol cars inside the property and describes the situation, stating at the beginning of the recording, “We’re being told there are several patrol cars inside this private property.”

During the broadcast, he insists that he hadn’t been informed of the reason for the intervention and said, “They don’t give us an explanation; they tell us one thing and then another.”

He also maintained that they hadn’t been shown a warrant for entry, saying at another point in the video, “They don’t have any warrant.”

Throughout the recording, he asks the officers to identify themselves and requests that the personnel leave the premises, while officers present inform him that it is a ministerial procedure being carried out in coordination with the State Attorney General’s Office.
